Challenges in tender discovery
Security guarding tenders vary widely in their requirements — from the certificate of competence under §34a of the German Trade Regulation Act (GewO) through to security clearance under the Security Clearance Act (SÜG). The required qualifications and certifications differ considerably depending on the site and the contracting authority, so not every tender is suitable for every security firm.
In addition, guarding services are often combined with reception and porter services or awarded as part of a facility management contract. The distinction between pure guarding and integrated security concepts is not always clear in the contract notices.
