Challenges in tender discovery
The market for weapon systems is heavily regulated and subject to the German War Weapons Control Act (Kriegswaffenkontrollgesetz). Many procurements take place under intergovernmental agreements (government-to-government) or via protected procurement procedures under VSVgV (the German procurement regulation for security and defence). Public visibility of these tenders is therefore strongly restricted.
In addition, designations vary considerably: "infantry armament", "effectors", "weapon effects" or "weapon station" describe partially overlapping categories, which makes systematic searching difficult.
