Challenges in tender discovery
Ammunition procurement is subject to strict confidentiality requirements and the German War Weapons Control Act (Kriegswaffenkontrollgesetz). Many awards are made through negotiated procedures without public notice or via intergovernmental agreements. The publicly visible tenders represent only part of the market.
Terminology varies between technical calibre designations, NATO codifications and generic terms such as "consumables", "ordnance" or "combat stocks". Training ammunition is often procured separately from live ammunition.
