Fuels — Public Tenders

The procurement of fuels is a regular and high-volume procurement subject for public contracting authorities. Municipal vehicle fleets, fire services, EMS, the Bundeswehr and public transport operators require diesel, petrol, heating oil and, increasingly, alternative fuels. Contracts are awarded as framework agreements for fuelling and supply contracts or via fuel-card systems.

Typical tenders in fuels

  • Framework agreement for the supply of diesel fuel for the municipal vehicle fleet
  • Fuel-card service for company vehicles of a state administration
  • Supply of heating oil for public buildings and properties
  • Fuel supply for fire services and EMS of a rural district
  • Procurement of HVO diesel (hydrogenated vegetable oil) as an alternative fuel
  • Supply of AdBlue and urea solution for commercial vehicles

Challenges in finding tenders

Fuel tenders are subject to strong price fluctuations, which influence bid design and contract durations. Tenders are frequently equipped with price-adjustment clauses (indexation), the structure of which is decisive for economic viability.

In addition, fuels and lubricants are often tendered together, and procurement is carried out via different models — direct delivery to fuel facilities, fuel-card service or operation of an on-site filling station.

How BOND helps with fuel tenders

  • Product-type filter distinguishes between diesel, petrol, heating oil and alternative fuels
  • Procurement-model detection differentiates between supply contracts and fuel-card systems
  • Volume analysis estimates the contracting authority's annual fuel demand
  • Pricing-model analysis highlights indexation and price-adjustment clauses
