Fleet Management — Public Tenders

The public sector maintains extensive vehicle fleets — from company cars and commercial vehicles to special-purpose vehicles for fire services, EMS and municipal works yards. The procurement, leasing and maintenance of these vehicles are tendered regularly. With the transition to electric mobility, the complexity of procurement procedures is increasing.

Typical tenders in fleet management

  • Procurement of company vehicles for a municipal administration
  • Framework agreement for vehicle leasing including full service
  • Supply of commercial vehicles for municipal works yards
  • Procurement of electric passenger cars and plug-in hybrids
  • Fleet-management software and telematics solutions
  • Vehicle maintenance and repair contracts for public fleets

Challenges in finding tenders

Fleet tenders are extremely varied — the range extends from a single company car to a framework agreement for hundreds of vehicles. CPV codes are broad and not always clearly delineated. In addition, many contracting bodies bundle vehicle procurement, leasing and maintenance in different contract models.

The shift to e-mobility introduces new requirement types that are not yet fully represented in the CPV codes — for example charging stations as part of fleet contracts.
