Public-sector procurement of electric vehicles is increasing rapidly. The federal government, the federal states and municipalities are required to comply with the EU Clean Vehicles Directive when procuring new vehicles, which continuously raises the share of zero-emission vehicles in public fleets. In addition to the vehicles themselves, charging infrastructure and advisory services are also tendered.

Challenges in finding tenders

There is no dedicated CPV code for electric vehicles — they are captured under general vehicle codes. The distinction between conventional and electric vehicles can only be made via the specifications or title, which makes a CPV-only search insufficient.

In addition, e-vehicle procurement is often bundled with charging infrastructure or tendered as part of comprehensive mobility concepts. Procurement practice is evolving quickly and is not yet standardised.
